The issue is the "I Agree" statement. Do other veterans get this same "I Agree" statement? Are the words the same?
The VA is not supposed to frame veterans. I believe this is a setup to block my access to http://www.myhealth.va.gov and make it appear as my fault. When my access is blocked, I can't, for example, recognize setups like "1 not 4 fills". History suggests that blocking my access to this VA website is a prelude and cover for more setups. Calling the blockage security does not change that.
To put the "I Agree" statement in context, the http://www.myhealth.va.gov coordinator, my primay care provider, and the Chair of the Disruptive Behavior Committee, had previously threatened to block my access to http://www.myhealth.va.gov and justified it with false accusations. When I asked them for their evidence, they did not provide any evidence. The "I Agree" statement says the VA has only to "suspect" guilt. This implies that they don't need evidence. I believe this gives me two choices, (1) to not agree, and be shut out and it made to appear as fault, or (2) agree, and be shut out and it made to appear as my fault. To withold a veteran's care unless the veteran agrees to a piece of work like "I Agree" is shameful.
I don't want to be indelicate but I believe VA senior management is disempowering me for political reasons. History suggests they will have me disabled or killed unless a just power decides to remove the secrecy and follow the trails. Trails like those in the "1 not 4 fills" setup, and in the fraudulent Phoenix VA letter and fraudulent Virginia lien notice setup, below.
If the basic business practice of following trails can't be done against VA culture, how can a joint DOD-VA digital records system be done? The last joint DOD-VA attempt failed and cost the taxpayers one billion dollars. The only way to see what's inside the VA is to follow the trails. If this were done, it can be seen whether the VA is being fixed, or just being covered up better.
Who would have thought that my trying to expose accounting fraud in Virginia would result in my properties in Virginia being illegally takenover and the VA in Arizona withholding my care and making it appear as my fault? It's kill the messenger and keep the accounting concealed. http://www.book467page191money.com . Who would believe that my Deed as Trustee could be ignored for 25 years and counting? http://www.book8307page1446deed.com . Who would believe that in 25 years, not one member of the establishment has risked following the trails? If VA Secretary Shurkin does not transfer me to a safe place for my promised care, I'm done.

A fraudulent VA trail in Arizona and a fraudulent lien trail in Virginia, converge
An Arizona VA trail and a Virginia lien trail converge. Both are surprises. Both are fraudulent in multiple ways. Both disempower me financially. Both hit me at the same time, like a one-two punch (May 10 - 11, 2012). Both have trails that are insulated beyond belief.
May 10, 2012, (mailed May 11, 2012) - The Phoenix VA in Arizona tells me, in so many words, that my poverty pension application is buried in ambiguity and confusion. (Approximate pension value $5,784 per year). I received the pension after asking Brian O'Neil of the Prescott AZDVS on May 17, 2012, what he sent to the Phoenix VA.

May 11, 2012 - The Fairfax County Court in Virginia, through their law firm, notifies me that they have placed a lien for $27,669.42 against property I own. They won't identify the property. Since it was sent to Highland County, and the only property I own in Highland County is my farm. I'll assume, as a working hypotheses, that it is against my farm.
